Legislative Priorities 2007-08 Session

The following is a list of California legislation being tracked by CA-NAACP.

 

AB 14 AUTHOR: Assembly Member Laird
POLICY ISSUE: Discrimination
GOV’S ACTION CHAPTERED
SUMMARY:
The Civil Rights Act of 2007 is predicated on 51 provisions in existing law to prohibit discrimination against persons who are members of a protected class.

 

AB 45 AUTHOR: Assembly Member Swanson
POLICY ISSUE: Oakland School District
GOV’S ACTION VETO
SUMMARY:
This bill would have re-established local control of the Oakland Unified School District. It would require FCMAT, on or before March 1 of each year, commencing March 1, 2008, until authority for all operational areas has been returned to the governing board of the OUSD.

POLICY ISSUE: Women’s Re-entry Svcs
GOV’S ACTION CHAPTERED
SUMMARY:
Allow non-violent, non-serious female inmates to serve their sentences in Female Rehabilitative Community Correctional Facilities, with wrap-around services.

 

AB 14 AUTHOR: Assembly Member Berg
POLICY ISSUE: Elders: Immunization
GOV’S ACTION CHAPTERED
SUMMARY:
Requires a general acute hospital to offer, prior to discharge immunizations for influenza and pneumococcal disease to inpatients aged 65 years or older.

 

AB 14 AUTHOR: Assembly Member Swanson
POLICY ISSUE: Condoms in Prison
GOV’S ACTION VETO
SUMMARY:
This bill would enact the inmate and Community Public Health and Safety Act, which would require the secretary to allow any nonprofit or healthcare agency to distribute sexual barrier protection devices, as specified. It would have allowed CBO’s to distribute condoms in prison.

AB 16 Assembly Member Leiber
Bill Location: Senate Appropriations Committee
The HPV bill adds the Human Papilloma Virus to the list of required Childhood immunizations. The HPV infection is responsible for close to 70% of all cervical cancer cases and is the most commonly transmitted infection.

ACR 21 Assembly Member Portatino
Bill Location: Senate Appropriations Committee
This measure would strongly urge the regents to establish a student exchange program, or another form of academic partnership, between one or more campuses of the University of California and one or more of the institutions that are classified as Historically Black Colleges and Universities.

AB 64 Assembly Member Berg
Bill Location: Senate Appropriations Committee
This bill would enact the Uniform Emergency Volunteer Health Practitioners Act, which would provide procedures to register volunteer health practitioners with valid and current licenses in other states.

AB 66 Assembly Member Dymally
Bill Location: Senate Appropriations Committee
Authorized HIV testing for all inmates entering a correctional facility, state prison or hospital for incarceration for a period of at least one year.

AB 77 Assembly Member Lieber
Bill Location: Assembly Appropriations Committee
Parole Reform: Requires the Secretary of the Department of Corrections & Rehabilitation to appoint a working group to develop a plan for reforming the parole board.

AB 122 Assembly Member Steinberg
Bill Location: Senate Public Safety Committee
This bill would add "homeless status" to the list of actual or perceived characteristics qualifying as a hate crime. The bill would also define "homeless status" for purposes of those provisions.

AB 160 Assembly Member Lieber
Bill Location: Senate Appropriations Committee
Bill would establish the California Sentencing Commission, with specified membership and terms, to devise sentencing guidelines.

SB 207 Assembly Member Padilla
Bill Location: Senate Appropriations
This bill would establish the Outdoor Education and Recreation Program, to be administered by the Director of Parks and Recreation (director), for the purpose of increasing the ability of underserved and at-risk populations to participate in outdoor activities and educational experiences by awarding grants to formal school programs and informal public education programs.

Bill Location: DEAD
Allow county child welfare departments to retain jurisdiction to provide services to foster youth who enter the juvenile justice system.

AB 675 Assembly Member Eng
Bill Location: Assembly Education Committee
Establishes the Tolerance Pilot Program to promote instruction to public schools on tolerance and inter-group relations.

The California Juvenile Justice Without Parole Reform Act will prohibit the use of the sentence e Life without the possibility of parole for youth who commit crimes before the age of 18 and instead allow a request for parole after 25 years in prison have been served.

AB 1133 Assembly Member Dymally
Bill Location: Assembly Public Safety Committee
This bill would provide that if the current felony is not aserious or violent felony the person would be sentenced to theenhancement under the 3 strikes provisions that is applicable to a person with one prior conviction.

AB 1213 Assembly Member Price
Bill Location: Assembly Local Gov’t Committee
Police Reform Omnibus Bill: Discipline officers for ethnic slurs; cultural training hours that are the same as gun training hours; 5 or more citizens complaints against an officer within a timeframe, then officers file must be transferred to the Attorney General’s office for investigation and recommendation for possible discipline.

AB 1330 Assembly Member Evans
Bill Location: Assembly Appropriations Committee
This bill would require the State Department of Social Services to collect and maintain specified information regarding foster youth who are prescribed psychotropic medication, and to monitor whether those youth receive appropriate medical care and supervision before and after the prescription of the psychotropic medication, in accordance with the recommendations made for the medication by the federal Food and Drug Administration.
