The creation of a summit was in response to a 2005 grant from the David and Lucile Packard Foundation.
The State Conference proposed the summit for the purpose of building an African American network to advocate for Universal Preschool with the goal of ensuring the needs and concerns of African American preschool Children and Traditional Providers will be addressed and heard.
The summit was held on October 19, 2005 at the Airport Marriott Hotel in Los Angeles and was sponsored by the California NAACP, African American Education Coalition, California Legislative Black Caucus, Los Angeles Metropolitan Churches, and ACORN/Say Yes to Children Network.
